Whats the best time to go to the Haulover sandbar? Tide wise

What should I aim for when heading out to the Haulover sandbar, an outgoing tide, incoming tide, low tide, high tide? I went there a few times randomly last year and always had beautiful clear water, but I've been twice this year and always end up with some merky/brown looking water. I assume my problem is just bad timing with the tides.

Any other good sandbar's in the broward/Miami area?

Miami - outside of Key Biscayne is very large but very grassy......

also you have the stiltsville sandbar but most boaters are kinda scared since its not that easy to get it.. I will guide any boat that is willing to enter as i spend most of my water time there.... smaller sand bar but nice atmosphere.
